FACTS IN SPEECH STARTLING

In his Jan. 29 State of the Union speech, President Bush startled the 
nation by disclosing that the war against terrorism has cost $1 billion per 
month over the past few months, and then tried to comfort us by listing the 
successes this money has funded. Our war against drugs has cost us over 
$1.5 billion per month and has been waged continuously since the 1980s. 
What list of successes can comfort us there?
