One of my concerns is the age factor of 16. I strongly suggest that this be changed to 19 years of age. If 16-year-olds can't buy cigarettes and can be fined if they are found in their possession, then they should NOT be able to buy or smoke pot. There should be one standard age across the board for alcohol, cigarettes, buying of lotto tickets and, perhaps in the future, buying of marijuana.
