UNITED NATIONS - ANOTHER SETBACK FOR U.S.

The United States has lost its seat on a second United Nations panel, the 
International Narcotics Control Board, said the State Department spokesman, 
Richard Boucher. He called the loss "very regrettable." The 13-member 
board, based in Vienna, monitors compliance with international agreements 
to control drugs. A diplomat, Herbert S. Okun, has been the American 
representative since 1997. Last week the United States lost its seat on the 
Human Rights Commission.
