FORMER LBJ OFFICIAL TO INSPECT PROGRAM

A former White House Cabinet member and founder of an award-winning 
anti-drug program will be in San Antonio today to examine the program's 
local operations and meet with participants.

Joseph Califano, secretary of health, education and welfare under President 
Johnson, will tour the CASASTART site at Athens Elementary School and meet 
with family members participating in the program and community leaders 
during the visit.

Califano is president of the Columbia University Center on Addiction and 
Substance Abuse, or CASA, which developed Striving Together to Achieve 
Rewarding Tomorrows, or START, and took the program to 24 communities, 
including San Antonio and La Montana Vista, a colonia near El Paso.

The program, which the city operates with federal grant money, is 
school-centered and brings police departments, family services and 
one-on-one assistance together to prevent substance abuse and violence 
among youths ages 8-13.
