DRUG AID AT HOME

To the Editor:

Re "Bush Should Start Over in Colombia," by Paul Wellstone (Op- Ed, Dec. 26):

Senator Wellstone is correct in declaring that "strong human rights 
conditions" be maintained in Colombia as a requirement for its receiving 
American drug-war aid.

But some American drug-related human rights also need more support. Drug 
addicts are mentally and physically ill, but they do not always receive 
treatment.
