Campbell: Favors Proposition 36, the measure that diverts those convicted 
of drug possession for the first and second time from jail to treatment; 
voted against military aid to Colombia, arguing the money should be spent 
on treatment; says local governments should have the option of giving drugs 
to addicts in a controlled setting.

Feinstein: Opposes Proposition 36; voted for $1.3 billion in military 
anti-drug aid to Colombia; opposes providing any illegal drugs to anybody.
