I find myself mostly in agreement with Mark Tonner, especially on the
Narcan issue. It would be extremely irresponsible to allow addicts
access to Narcan on the street.

I must, however, admit a great deal of amusement at the visual image
of drive-by "Narcannings" by local police officers.

I am in complete agreement with Tonner's accurate comments on the
short-term desire for treatment. Although, one of the problems with
ready access to treatment centres is that they can be used as dry-out
centres - where addicts will do the program in order to need less of
their drug of choice after they leave, rather than kick completely.

Of course, some do get to that place where they are willing to
permanently cease their addiction.
