The 12-week study in San Mateo County, south of San Francisco, could begin as early as January, said Mike Nevin, a county supervisor. The study was approved on Wednesday. In 1996, Californians passed Proposition 215, which allows the possession, cultivation and use of marijuana for medicinal purposes.
